I'm unsure what metal it is. Potentially brass. The top is unsealed but the rest of the pedestal has been sealed.
Due to the top being curved, some items are more suited than others to be placed on top of it. It would depend on various factors like the shape and weight of the item. It's close to being completely flat in the center. The previous owner used it to burn multiple candles at a time and/or incense.
